The free options are Google's Google TV app and Google Home app, your TV maker's own app if it has one, and The Remote. The Remote is a free Android remote with no ads and no account. Its app language list includes हिन्दी, ಕನ್ನಡ, বাংলা, தமிழ், తెలుగు and मराठी, alongside English.
Google's own apps

Your TV maker's app

Android TV and Google TV devices with Android TV Remote Service v2.
